Donna Williams, CPA, on behalf of Eligha Gullory, Jr., states that since this was the first report filed for this candidate, it was assumed the report would include the contributions and expenditures made in calendar year 2016. He states the 30-P report was e-filed on February 21, 2017, which included all of the campaign activity from November 14, 2016 through February 13, 2017. She states she received a letter dated March 15, 2017 from Louisiana Board of Ethics requiring her to file an Annual Report for the activity that occurred in 2016. She states that this Annual Report was e-filed on March 18, 2017 and restated the same 2016 activity that was reported in the 30-P report. She respectfully requests that the date of filing the 2016 Annual Report be changed to February 21, 2017.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
