Terence Vinson states that the report was completed yet the submission failed. When reviewing his email messages, he states he noticed that he had not received a confirmation concerning the report. He states that he then logged into Leaders to discover the report was not submitted. He stated that he simply hit submit on the report, which then resulted in a successful submission. He stated that at times his computer and the Leaders system freezes, which may have caused the problem. In the future, he states he will be sure to look for and receive the email confirmation prior to assuming the report has been submitted successfully.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
