Patrick Furlong is currently employed as an Assistant City Engineer with the Department of Engineering and Environmental Services within the City of Shreveport. He also operates his own private landscape/engineering company during the time that he is not working for the City of Shreveport. James Martin, a developer, recently approached Mr. Furlong requesting that he submit a proposal to perform engineering work for his upcoming development located outside of the City of Shreveport. James Martin is currently working on projects that he has contracted with the City of Shreveport to perform involving the Department of Engineering and Environmental Services, and Mr. Furlong expects him to continue doing work in this capacity in the future.

La. R.S. 42:1111C(2)(d) prohibits a public servant from performing compensated services for a person that has or seeks to have a business, financial or contractual relationship with the public servant's agency.
