Ms. Haynie states that during the first week of her employment, she completed the names, dates, and fees that would be related to her clients. She states that she also applied for and submitted her application to the Lobbyist Association and acquired her lobbyist badge at the Capitol. She states that, in her opinion, the text at the bottom of the page did not have a clear visual indicator that typically denotes the next step of the online application. She states that she was not aware that there was a fee connected to the online component. She stated that she paid a fee to the Lobbyist Association, and assumed that was the only fee involved. When she attempted to file her expenditure report, she states that she became aware of a fee related to the online system and immediately paid the fee.

La. R.S. 24:53 provides that "each lobbyist shall register with the board as soon as possible after employment as a lobbyist or after the first action requiring his registration as a lobbyist, whichever occurs first, and in any event not later than five days after employment as a lobbyist or not later than five days after the first action requiring his registration as a lobbyist, whichever occurs first."
