Welch's Printing is wholly owned by David Welch. He performs the printing services, which includes printing letterhead and envelopes that are used in all Town departments. Mr. Welch is a full-time Water Plant Operator for the Vivian Water Department. He is supervised by James Hartzo. Mr. Welch, Mr. Hartzo, and three other Water Department employees are supervised by Tommie Brian III, Water Department Superintendent.

La. R.S. 42:1113A(1)(a) provides that no public servant or member of such a public servant's immediate family, or legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
