Advisory opinion request from Daryl Blancher regarding whether the Code of Governmental Ethics would prohibit the 19th JDC Re-Entry Court Program from accepting donations from jurors.
Facts:
Ms. Blancher, the Program Manager for the Re-Entry Court Program, requested an advisory opinion regarding whether the Code of Governmental Ethics would prohibit the 19th JDC Re-Entry Court Program from accepting donations from jurors.
Ms. Blancher provided that the 19th JDC administers a specialty court program for returning citizens. Judge Trudy M. White is the Re-Entry Court Judge for the 19th JDC. During a recent presentation to jurors by Judge White, several released jurors requested that their payments be signed over as contributions to support the 19th JDC's Re-Entry Court Program. Ms. Blancher stated that at no time does Judge White make any appeals for donations. The Re-Entry Court Program was created by the Legislature in La. R.S. 13:5401 and is under the Jurisdiction of the Louisiana Supreme Court.
Recommendations:
Adopt draft advisory opinion.
