Scott Simon states that due to health issues, he had a necessary surgical procedure on January 10, 2017 that left him hospitalized for 2 weeks and on strict bed rest for 6 weeks. He states it was his intention to comply with the law, but due to surgery and recovery, as well as several complications that extended his recovery time, he was unable to meet the deadline of February 15th. As soon as he was physically able to gather all of the necessary information and documentation, he states the the report was filed.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
