RE:
Request that the Board waive the $400 campaign finance late fee assessed against Clayton "Snookie" Faucheux, a candidate for Parish President, St. Charles Parish, in the October 20, 2007 election, whose 2016 supplemental campaign finance disclosure report was filed 5 days late and a request that the Board waive the $480 campaign finance late fee assessed against Clayton "Snookie" Faucheux, a candidate for Councilman at Large, Division B, St. Charles Parish, in the October 22, 2011 election, whose 2016 Supplemental campaign finance disclosure report was filed 8 days late.
Facts:
Clayton Faucheux states that he relocated to Destrehan from Sulphur due to a job change. He states he permanently left Sulphur as of September 30, 2016. He states he filled out change of address forms with the US Postal Service, but is unsure when the notices from the Louisiana Ethics Board were received at 50 Belle Helene in Destrehan due to being in Lake Charles for the Louisiana Police Jury Conference. However, upon returning Sunday, Feb 19th, the notices of delinquency were in his mailbox. He states he promptly filled out the reports, which had no changes and no activity from the three previous years.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Decline to waive for both 2016 supplemental reports.
