Jacob Colby Perry states that on January 14, 2017, his father, Jeffery Paul Perry, signed for two certified letters sent to one of his family's homes, specifically 303A E Nichols St, Welsh, LA 70591. This letter was ultimately not delivered to him. He states that as a result of the variety of his official capacities, including, but not limited to, Alderman for the Town of Welsh, a member of the United States military, a college student at McNeese State University, business owner, and philanthropist, he receives an abundance of mail. He states that at over 8 addresses, a combination of both personal and business, he receives incoming mail.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
