RE:
Request that the Board waive the $840, $180, $2,000 and $2,000 campaign finance late fees assessed against Steve Dean, in his capacity as a candidate for District Judge, 5th Judicial District Court, Div. C, Frankin/Richland/West Carroll Parishes, in the November 8, 2016 election, whose 30-P, 10-P, 10-G and 40-G campaign finance disclosure reports were filed 14, 3, 106 and 56 days late, respectively.
Facts:
Heath Hattaway, Steve Dean's committee chairperson, states that it was his responsibility to see the filings were made on time and he neglected to do so. He states that he does believe a waiver is in order given his particular circumstances. He states he is the principal of Left Right Strategies, LLC, which is a single member political consulting firm he established in 2014. He states in May of 2016, he passed the Louisiana state bar exam and became a licensed attorney in Ruston, Louisiana. Three (3) weeks later, he states the senior attorney he was working with was hired to be the president of Grambling State University, which left him as the sole attorney in the office. During this period, he states he was learning how to practice law while also running a law firm for the first time.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Decline to waive for the 30-P, 10-P, 10-G and 40-G reports.
