Samuel Schudmak, III, was appointed as a member of the Jefferson Parish Finance Authority (Authority), which is a public trust that provides financing for the purchase of single family residential homes. The independent Board of Trustees governs the Authority.
Mr. Schudmak is also the co-owner of Bed Liners of Metairie, LLC d/b/a Rhino Linings of Metairie. Mr. Schudmak asks whether he, through his business, can enter into contracts or transactions with the Jefferson Parish Government, Fleet Maintenance Department. Rhino Linings would provide no services to the Authority.

La. R.S. 42:1113B prohibits an appointed member of any board or commission, member of his immediate family, or a legal entity in which he has a substantial economic interest, from bidding on or entering into or being in any way interested in any contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
