Advisory opinion request as to whether Jamie Wong, the Special Education Policy Director for the Louisiana Department of Education, may accept a $1,700 honorarium from the U.S. Department of Education.
Facts:
Jamie Wong, the Special Education Policy Director for the Louisiana Department of Education, participated in a peer review panel on May 22-24, 2017 with the U.S. Department of Education and has been offered a $1,700 honorarium for her participation. Her job duties include drafting policies related to special education which are then submitted to BESE. Ms. Wong recently took three days of personal leave and participated in a review panel with the U.S. Department of Education providing peer feedback on two state specific plans, which did not include Louisiana, for implementing federal education laws and policies. Ms. Wong has never participated in peer reviews in her capacity as the Special Education Policy Director for the Louisiana Department of Education.
Law:
La. R.S. 42:1111C(1)(a) prohibits a public servant from receiving any thing of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
Recommendations:
Adopt the proposed advisory opinion.
