RE:
Request that the Board waive the $480 campaign finance late fee assessed against Laurence J. Ritter, as a person participating in the April 29, 2017 proposition election, whose 40-E Supplemental campaign finance disclosure report was filed 12 days late.
Facts:
Laurence J. Ritter states that he was unaware of the need for filing this report. He states he was out of the country when the Board's letter dated June 8th was signed for by his neighbor, who was holding his mail for him. He stated he returned home on June 18th and called the Board's office on June 19th. He stated he left a message to find out where to get this report because he could not find it on the website. On June 20th, he states he spoke to someone in the Ethics office who advised him that the 40-E report was on Form 300. He states he immediately filed the report that same day. He states that this is the first time he has spent any money on any campaign materials and was completely unaware of the requirements to file these reports.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.

Suspend all based on future compliance.
