Donald C. Hodge, Jr. states that the software system for electronically filing the report was not working on his computer on the day it was due. He states that he deleted the software completely thinking it could be re- installed. However, once he did this, he states the download version of LEADERS was not available on the Ethics website. He states that when he attempted to log on the system through the website directly, it would still not let him log on. Mr. Hodge states that it was not until the next day when the system would work after he called the Ethics office and got assistance downloading the LEADERS software again that he was able to file the report. He states that the filing of the report late was not intentional and beyond his control due to the computer software error.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
