RE:
Request that the Board waive the $600, $1,000, $1,000 and $1,000 campaign finance late fees assessed against Steven Jackson, a candidate for Parish Commission Member /Dist 3/ Caddo Parish, in the October 24, 2015 election, whose 10-P, 10-G, 40-G and 2016 Supplemental campaign finance disclosure reports were filed 15, 582, 529 and 121 days late, respectively.
Facts:
Steven Jackson states that as a young first time candidate that ran a very grassroots campaign, these reports simply fell through the cracks. His states his campaign was very respectable and committed to serving with ethics and integrity and he would never intentionally violate, break, or ignore the law. He feels this is a teachable lesson that will not repeat itself as he has asked a very close family friend to serve as his CPA and advisor on filing these reports and ensuring deadlines. He apologizes for this discrepancy in reporting and hopes the Board will see fit to waive the fees associated with his request.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Decline to waive for the 10-P and 40-G reports.

Suspend all but $100 each for the 10-G and 2016 supplemental reports. The late fees must be paid within 30 days or the suspended portion becomes due and owing.
