RE:
Request that the Board reconsider waiving the $900 campaign finance late fee assessed against Edward Jude Bruski, III, in his capacity as a candidate for Mayor, New Orleans, Parish of Orleans, in the October 14, 2017 election, whose 180-P campaign finance disclosure report was filed 9 days late.
Facts:
Edward Jude Bruski, III stated that this is his first time entering the political arena and running a campaign alone. When first inquiring about running for Mayor at City Hall, he states he was only told to complete a qualifying form and submit it on July 12th. He states that he discovered that a report was needed to be submitted only after reading an article on the internet on April 20th disclosing his opponent's finances.


He states he then downloaded all the forms and sent paperwork by express mail to the Ethics Board. On Monday, April 24, he states helearned reports needed to be file electronically. He states he obtained the Affidavit, and submitted the reports the same day he received his username and password.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all based on future compliance.
