Advisory opinion regarding Guy P. Murray's potential appointment as Director of Homeland Security/Office of Emergency Preparedness for Concordia Parish by the Concordia Parish Police Jury President.
Facts:
Guy P. Murray may be appointed as Director of Homeland Security/Office of Emergency Preparedness for Concordia Parish by the Concordia Parish Police Jury President. Mr. Murray is employed with Bryant Hammett & Associates, a private engineering firm, that currently provides professional services to all municipalities within Concordia Parish. Bryant Hammett & Associates plans to continue to respond to Requests for Qualifications or Requests for Proposals for professional services that may be awarded through the parish or a municipality receiving mitigation grant money. The mitigation grant money is awarded through the Governor's Office of Homeland Security & Emergency Preparedness (GOHSEP) which is then paid directly to the Concordia Parish Police Jury or municipalities within Concordia Parish. Homeland Security/Office of Emergency Preparedness for Concordia Parish will not be involved in the awarding of mitigation grant money that is awarded through GOHSEP or in the supervision or jurisdiction of the related projects.
Law:
La. R.S. 42:1111C(2)(d) prohibits a public employee from receiving compensation for or in consideration of services rendered to or for any person who has or is seeking a business, contractual or financial relationship with his agency.

La. R.S. 42:1111E prohibits a public servant or a legal entity of which such public servant is an officer, director, trustee, partner, or employee from receiving any thing of economic value for assisting a person in a transaction with the agency of the public servant.

Recommendations:
Adopt the proposed advisory opinion.
