Mr. Keith submitted his online registration form on June 2, 2017. Mr. Keith states that he was hired by the Environmental Defense Fund (EDF) for a six month governmental affairs contract effective February 1, 2017. He states that he has worked alongside EDF as part of an environmental coalition for the last two years, and in the past he was not required to be a lobbyist. He stated that he worked alongside others who would on occasion, leave legislators and other officials educational information. He states that his contract was started by word of mouth and was actually executed in late April to be effective retroactive to February 1st. He states that he received a notice from EDF on May 30th requesting him to get registration information to the compliance department of EDF as soon as possible.

La. R.S. 24:53 provides that "each lobbyist shall register with the board as soon as possible after employment as a lobbyist or after the first action requiring his registration as a lobbyist, whichever occurs first, and in any event not later than five days after employment as a lobbyist or not later than five days after the first action requiring his registration as a lobbyist, whichever occurs first."
La R.S. 24:55 provides that registered lobbyist shall file a monthly expenditure report by the 25th day of the subsequent month.
