LaQuanda M. Jackson is currently employed as a health inspector in the Retail Food Program within the Louisiana Department of Health and Hospitals (DHH). Her job duties as a health inspector are to inspect restaurants for health violations. Ms. Jackson has never taught food safety classes as part of her public duties with DHH. She would not be involved in the application process related to Food Safety Certificates issued by her agency. Every food establishment in Louisiana is required to have at least one individual take a food safety class. Each establishment is then required to fill out an application to receive a Food Safety Certificate from Ms. Jackson's department at DHH.

Section 1111C(2)(d) of the Code generally prohibits a public servant from rendering services for compensation to any person if that person is conducting activities or operations regulated by the agency of the public servant or if that person has substantial economic interests that may be substantially affected by the performance or nonperformance of official duties by the public servant.
La. R.S. 42:1111C(1)(a) prohibits a public servant from receiving any thing of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
La. R.S. 42:1111E prohibits a public servant or a legal entity of which such public servant is an officer, director, trustee, partner, or employee from receiving any thing of economic value for assisting a person in a transaction with the agency of the public servant.
