RE:
Request that the Board waive the $2,500 campaign finance late fees assessed against Brandon Dorrington, a candidate for Mayor, City of New Orleans, in the October 14, 2017 election, for the late filing of his 90-P campaign finance report which was filed 56 days late.
Facts:
Brandon Dorrington states that he has a total grass roots campaign with only two additional volunteers, which are the campaign manager / advisor and the director of marketing & communications. He states the director of marketing & communications was tasked with the responsibility to complete the 90-P campaign finance disclosure and due to the campaign not being endorsed by any organization, lack of opportunity to conduct fund raising except for a $20.00 donation, and a physical temporary disability due to a car accident that resulted in a dislocated right arm, the director of marketing was unable to complete the campaign financial disclosure timely. Mr. Dorrington states that he is currently living below the poverty line of the national average due to only earning a monthly stipend / housing allowance with Ameri-Corp and he cannot afford to pay a fee of $2,500.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all but $300 based on future compliance. Payment is due within 30 days or the full amount of the late fee becomes due and owing.
