Allen Irby, Chief of Detectives of the West Carroll Sheriff's Dept. (Pop. 11,604), owns a retired K-9 officer named "Quick". Quick was originally donated to the Eudora Police Department in Eudora, Arkansas by area farmers to combat a drug problem in that community. After ten years with no result, Quick was donated to the West Carroll Parish Sheriff's Department, which in turn invested approximately $3,000.00 in the K-9.
Quick was retired in 2016 due to declining health and is now owned by Allen Irby, who in addition to his job with the West Carroll Parish Sheriff's Department, is co-owner of a dog kennel and pet grooming business known as "Wags and Wiggles."
Allen Irby desires to utilize Quick for breeding purposes and intends to offer the offspring for sale to K-9 trainers as well as have Nick Dooley, a criminal investigator with the West Carroll Parish Sheriff's Department, train puppies which would be offered for sale as "green" dogs to K-9 trainers.
