Mr. Tessier states that he filed his reports on August 28, 2017, as soon as he learned of his mistake. During the time his reports were due, he states that his office was experiencing staffing issues, which resulted in the failure to file. During that time, he states that he assisted his office mate in filing his July reports; however, he neglected to file his own report at the same time. Mr. Tessier states he has taken corrective action to ensure that a late filing will not happen again.
