Request that the Board waive the $3,000 campaign finance late fee assessed against the Freedom First, LLC, a political action committee, its committee's chairperson and its treasurer, Timothy L. Spratt, whose 2015 June monthly report was filed 31 days late.
Facts:
William Porter, attorney for Freedom First, LLC, states the PAC does not deny that the report was late. However, the PAC is requesting abatement of the penalty for a first time offense that was caused by change of personnel at the report preparer's office. He states the report reflected contributions and interest income from the same four entities that are reported in almost all of the PAC's reports.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
