Request that the Board waive the $400, $400, $240 and $1,000 campaign finance late fees assessed against Aaron Lee Moak, a candidate for Council Member, City of Central, East Baton Rouge Parish, in the March 27, 2010 and April 5, 2014 elections, whose 2011 Supplemental, 2015 Supplemental, 10-G and 2015 Supplemental campaign finance disclosure reports were filed 729, 365, 6 and 365 days late, respectively.
Facts:
Aaron Moak states one of the reasons the Board was not able to serve him with his late fees is because he had to move from place to place after his home flooded back in August 2016. He states that he is only at 40% rebuild and trying to finish with the Recover Louisiana program. He states he has been trying to accomplish his rebuild for many, many months now. He states his financial position is hard and he's trying to get the house back to a better place.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all based on future compliance for the 2011 Supplemental, 2015 Supplemental, 10-G and 2015 Supplemental campaign finance disclosure reports.
