Advisory opinion request from Liz Webb Hebert, Lafayette City Parish Councilwoman, regarding whether any conflicts of interest may arise from her accepting an employment opportunity with SLEMCO (Southwest Louisiana Electric Membership Corporation) as an Economic Development Specialist.
Facts:
Liz Hebert serves as a Councilwoman for District 8 of the Lafayette City Parish Council. The position of Economic Development Specialist would require her to market SLEMCO electricity to new customers and existing customers looking to expand, call on customers, prospects, builders, developers and become acquainted with them, and maintain close contact with local government leaders and local and state economic development leaders to promote the interests of SLEMCO among other tasks.
She is not aware of SLEMCO having any contracts with the Lafayette Consolidated Government (LCG) nor do they provide any power or electricity to LCG. Additionally, LCG has no regulatory powers over SLEMCO and that they have not attempted to lobby her or the Lafayette City Parish Council. Finally, SLEMCO has not had any item come before the Lafayette City Parish Council since Ms. Hebert has been serving as a Councilwoman.
Comments:
Mrs. Hebert subsequently requested to withdraw this item as she is no longer interested in the position with SLEMCO.
Law:
La. R.S. 42:1111C(2)(d) provides that no public servant shall receive any thing of economic value for or in consideration of services rendered, or to be rendered, to or for any person during her public service unless such services are neither performed for nor compensated by any person from whom such public servant would be prohibited by La. R.S. 42:1115A(1) from receiving a gift.
Recommendations:
Grant withdrawal of request.
