Dave Fitzgerald states that he won the primary election, didn't believe a post - general election report was necessary due to him not participating in it. He states that he and his wife misread the instructions, but was diligent in submitting all other reports on time. He states he immediately filed the report once notice was received. He states that this is his first time running for public office.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Rule 1205D provides that an automatic late fee shall be rescinded by staff if the candidate officially withdrew with the Secretary of State from the election and received no contributions or loans and/or made any expenditures, excluding the qualifying fee.
