Andrew Stewart is an Administrative Program Manager I for the Louisiana Department of Agriculture and Forestry (LDAF) employed as a Park Manager at the Indian Creek Recreation Area. Stewart also is the sole owner of Patriot Golf Carts, LLC, a private entity which sells used golf carts, golf cart accessories, and batteries for golf carts and other equipment. Stewart desires to sell goods to other state agencies such as the Louisiana Department of Wildlife and Fisheries as well as political subdivisions such as parishes, cities, townships, or other municipalities that fall under the purview of the State of Louisiana.

La. R.S. 42:1113A(1)(a) prohibits a public servant, or member of his immediate family, or legal entity in which he has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of his agency.
