Request for approval for a disqualification plan submitted by Brandon Frey, Interim Executive Secretary of the Louisiana Public Service Commission, concerning the employment of Melissa Watson once she becomes Mr. Frey's immediate family member on March 10, 2018.
Facts:
Melissa Watson is marrying Brandon Frey's brother on March 10, 2018. Ms. Watson has been employed by the Louisiana Public Service Commission (Commission) since July 2003. Mr. Frey became the Interim Executive Secretary of the Commission on January 3, 2018, while also serving as the Executive Counsel of the Commission. In his capacity in those two roles, he supervises Ms. Watson who serves as the Deputy General Counsel for the Commission. The proposed disqualification plan is that Johnny Snellgrove, Deputy Undersecretary of the Commission, will become the immediate supervisor of Ms. Watson on March 10, 2018, and will make all personnel decisions subject to the approval of the Chairman of the Commission, Eric Skrmetta.
Law:
La. R.S. 42:1112C provides that every public employee, excluding an appointed member of any board or commission, shall disqualify himself from participating in a transaction involving the governmental entity when a violation of this Part would result. The procedures for such disqualification shall be established by regulations issued pursuant to R.S. 42:1134(A)(1).
Recommendations:
Approve the disqualification plan.
