RE:
Consent opinion regarding Rachel Turnage, former office manager of St. Bernard Recreation Complex, Inc., who improperly authorized checks and transferred money into her personal account.
Facts:
The Board agreed to settle the matter with Rachel Turnage entering into a consent opinion for violations of Section 1111A, 1112A, and 1112B(1) with a $1,000 civil penalty. Rachel Turnage signed the consent opinion and has paid the $1,000 civil penalty.

Law:
La. R.S. 42:1111A prohibits a public employee from receiving anything of economic value other than compensation and benefits from the governmental entity to which he is duly entitled for the performance of the duties and responsibilities of his office or position.

La. R.S. 42:1112A prohibits a public servant from participating in a transaction involving his governmental entity in which he has a substantial economic interest.

La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.

Recommendations:
Adopt and publish the consent opinion and dismiss charges.
