St. Mary Parish Hospital Service District d/b/a Franklin Foundation Hospital is experiencing a nursing shortage and is currently in need of five full-time registered nurses to work in the Emergency Department. Vickie Sutton serves as the head of the Emergency Department as Nurse Manager. Erin Hollis, who is married to Vickie Sutton's half-brother, has been employed as a registered nurse in the Surgery Department at Franklin Foundation Hospital for three months and would like to accept a position as a registered nurse within the Emergency Department.
Should the Ethics Board approve Erin Hollis's employment in the Emergency Department, she would not be supervised by Vickie Sutton. Instead, Erin Hollis would be supervised by the charge nurse for her shift and JoEllen Curry, the interim Chief Nursing Office/Inpatient Nurse Manager, would perform evaluations and handle all other employment matters regarding Erin Hollis.

La. R.S. 42:1119A prohibits an immediate family member of an agency head from being employed in her agency.
La. R.S. 42:1102(13) defines "immediate family" to include a public servant's children, the spouses of his children, his brothers and their spouses, his sisters and their spouses, his parents, his spouse, and the parents of his spouse.
