Prior to Gregory Jarreau being elected as a councilman, the Town of Livonia engaged the services of Livonia Auto Repair, LLC for the servicing and repair of town vehicles. Livonia Auto Repair, LLC is solely owned and operated by Gregory Jarreau's brother, Dudley Jarreau.
Livonia, Louisiana is a Lawrason Act municipality with a population of 1,442 according to the 2010 federal census. The Town of Livonia would like to resume conducting business with Livonia Auto Repair, LLC, subject to a plan which would recuse Gregory Jarreau from acting in his governmental capacity in all matters of business between the Town of Livonia and Livonia Auto Repair, LLC. The plan acknowledges the affidavit requirements under La. 42:1123(22) and states that all transactions between the Town of Livonia and Livonia Auto Repair, LLC shall be supervised by the Mayor, the Council with Councilman Jarreau recusing himself, and department heads.

La. R.S. 42:1123(22) provides an exception to allow a mayor or member of a governing authority with a population of five thousand or less, or an immediate family member of such a mayor or governing authority member, or legal entity in which such a mayor, governing authority member, or immediate family member has a controlling interest, to enter into any transaction that is under the supervision or jurisdiction of the municipality. The municipality must submit a plan prior to entering into any transactions.
