Ray A. Mumphrey retired from the Louisiana Department of Transportation and Development on September 29, 2017. At the time of his retirement, Mumphrey was classified as a DOTD Engineer 7 Assistant Bridge Design Engineer Administrator, Gang 004. Gang 004 worked on matters involving the Bridge Structural Design Program in Louisiana. Mumphrey's duties included supervision of Gang 004, management of a design group to develop and deliver bridge projects and to provide construction support services. Mumphrey managed one consultant project with Modjeski and Masters overseeing the construction of the Louisiana Highway 1 Pier removal.
Mumphrey would like to seek employment with a consultant that is under contract with DOTD, Gang 004 or a consultant that is not under contract with DOTD Gang 004 or a consultant working on projects for municipalities or parish governments.

R.S. 42:1121A(1) prohibits a former agency head, for a period of two years following the termination of his public service as the head of such agency, from assisting another person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving that agency or render any service on a contractual basis to or for such agency.
