Ellis A. Alexander, Sr. states that on the afternoon of January 27, 2018, Mr. Alexander fell on the second floor of his home and dislocated his ankle. He states he had to get downstairs to unlock the doors for the EMTs and fell down the stairs and was unconscious for over an hour. He states he suffered three fractured bones in his leg and spent two nights in the hospital. After he was released from the hospital, he states he underwent rehabilitation and was advised by his doctor not to go up and down stairs. He states he did not realize that the report was late until he was allowed to go upstairs and saw the envelope containing the reporting times.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
