The North Caddo Hospital Service District #1 is an agency of the Caddo Parish Commission. A vacancy exists for the Board of Commissioners of the Hospital Service District. Todd Hopkins serves as the Administrative Assistant for the Caddo Parish Commission. As an Administrative Assistant, Mr. Hopkins has no voting authority. Walter White, legal counsel for the Hospital Service District, seeks an opinion relative to whether Todd Hopkins could be appointed by the Caddo Parish Commission to serve on the Board of Commissioners of the Hospital Service District. Board Commissioners are only paid a per diem for each meeting attended.
