Dr. Leger states that on January 4, 2018, his colleague, Ryan Brown, in his capacity as a Regulatory Compliance Specialist, filed his annual lobbyist registration for legislative and executive lobbying on his behalf. Dr. Leger stated that in early February, Mr. Brown began preparing the January expenditure report and discovered that Dr. Leger made a $69.69 expenditure on January 12th while lobbying a local official. Dr. Leger stated that, to this date, it was his only local lobbying expenditure. Dr. Leger states that Mr. Brown amended his lobbying registration to include local lobbying in order to prepare for any future local lobbying in which Dr. Leger may engage. He also states that in an effort to be transparent, he indicated that the first date of local lobbying expenditure(s) occurred on January 12, 2018.

R.S. 33:9662(7) provides that the definition of lobbyist means "any person who acts in a representative capacity and makes an expenditure in excess of five hundred dollars in the aggregate in the calendar year."
R.S. 33:9664A provides that "[e]ach lobbyist shall register with the ethics board as soon as possible after employment as a lobbyist or after the first action requiring his registration as a lobbyist, whichever occurs first, and in any event not later than five days after employment as a lobbyist or not later than five days after the first action requiring his registration as a lobbyist, whichever occurs first."
