RE:
Request that the Board waive three $3,000 ($9,000 total) campaign finance late fees assessed against the Independent Democratic Electors Association (IDEA), a political action committee, its committee's chairperson, Brian P. Egana, and treasurer, Jason Hughes, in the October 14, 2017 election, whose EDE-P, 10-G and EDE-G reports were filed 85, 65 and 119 days late, respectively.
Facts:
Brian Egan, IDEA's President, states they are currently conducting a thorough internal review to determine why this report was not timely filed. He states that IDEA has retained Ashton M. Jackson, an accountant who has had previous experience working with Campaign Finance, to help with this process. He states that IDEA has concluded that they were fully responsible for not filing these reports, which was due to several oversights. He also states that the current process is being re-worked and new procedures are being finalized to ensure these mistakes won't happen again. Additionally, he states all board members will be required to take an annual 1-hour Basics of Campaign Finance training starting FY2018. When these mistakes were brought to their attention, he states they urgently rectified the issues.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Decline to waive for the EDE-P, 10-G and EDE-G reports.
