Request that the Board waive the $420 campaign finance late fee assessed against Dawn Collins, a candidate for Member of School Board, District 4, EBR Parish, in the March 5, 2016 election, whose 2017 Supplemental campaign finance disclosure report was filed 7 days late.
Facts:
Dawn Collins states that her son was diagnosed with Mulltiple Schlerosis two days after his son was born. She states that the transition that followed has been very intense and she states she has had very little relief. Over time, she states it has become increasingly difficult to help him manage his illness as well as to assist him with his son whom he co-parents in equal time with his son's mother. She states that the strain of emergency room visits and tests was the cause of her delay in filing the 2017 supplemental report.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.

Recommendations:
Rescind the late fee pursuant to Rule 1205B.
