"Sam" Jenkins, Jr., states that he contacted the Campaign Finance division after receipt of a late fee assessment for $80. He was informed by a compliance officer that the report was received on October 27, 2010 and that the envelope did not have a post mark. He maintains that the report was timely mailed.
