In connection with his request for a waiver of the $200 late fee assessed for the late filing of his Special campaign finance report, Elmer G. Noah, II, counsel for Mr. Norris, states that the report was filed late due to a misinterpretation of the wording of the Special 48 hour report description by Carol Horne, Mr. Norris' accountant.
It was Ms. Horne's understanding that a report was not required if the contributor was not a candidate or a member of a political action committee. After reviewing the pertinent statutory provisions, Ms. Horne realized that filing a Special Report was necessary for any contribution over $250 within 20 days of the election and not for contributions from "other candidates or PAC members".
Mr. Norris is an any other level candidate. This is his first election.
