Request that the Board waive the $1,000 campaign finance late fee assessed against Brad Clifton, a candidate for Mayor, Village of Loreauville, Iberia Parish, in the November 8, 2016 election, whose 2017 Supplemental campaign finance disclosure report was filed 69 days late.
Facts:
Brad Clifton states that his campaign account was closed in March 2017 and he did not realize he would need to file this last report. His states his campaign raised a little over $1000 dollars and only had a little more than $100 at the time of closing. Working as Mayor of the Village of Loreauville and a full time job as an electrician with two young daughters, he states the report was lost in the shuffle of life as he does not have any campaign staff to keep track of reporting dates. After he was made aware of the report being late, he states he contacted the CPA that helped throughout his campaign and he was on vacation. He states he and his wife do not have the extra funds to pay another CPA nor the extra funds to pay the $1000 fine. He states that he and his wife are expecting their third child in August and they will have additional expenses for the birth.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all based on future compliance.
