The Board held that the Chief of Staff, Michael LeBlanc, for the Lafourche Parish Sheriff's Office was not an agency head; therefore, his son could seek employment with the Department. The conclusion was based on the fact that the Chief of Staff was not the head of any particular agency within the Sheriff's Department.
