Joseph A. Pitre states that he would like to request an untimely waiver request due to the following reasons:
- His home was broken into and documents were stolen some of which were in a campaign envelope. It has been difficult to recreate documents.
- His paperwork was always handled by Patsy Fontenot, Town Clerk for the Town of Washington, and he has been lost since her retirement.
- He has never fully understood the different departments at the Ethics Board and feels frustrated with the process.
- His wages have been garnished concerning a late filing of a Personal Financial Disclosure statement which has put a financial strain on him and his family.
