Untimely waiver request regarding the $1,000, $1,000, $1,000, $400 and $400 campaign finance late fees assessed against Joseph A. "Joe" Pitre, in his capacity as a candidate for Mayor, Town of Washington, St. Landry Parish (Pop. 964), in the November 4, 2014 election, whose 30-P, 10-P, 10-G, 2014 Suppl and 2015 Suppl campaign finance disclosure reports were filed 869, 848, 895, 380 and 15 days late, respectively.
Facts:
Joseph A. Pitre states that he would like to request an untimely waiver request due to the following reasons:

  • His home was broken into and documents were stolen some of which were in a campaign envelope. It has been difficult to recreate documents.
  • His paperwork was always handled by Patsy Fontenot, Town Clerk for the Town of Washington, and he has been lost since her retirement.
  • He has never fully understood the different departments at the Ethics Board and feels frustrated with the process.
  • His wages have been garnished concerning a late filing of a Personal Financial Disclosure statement which has put a financial strain on him and his family.

Law:

Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
