Rene JeanLuc Borrel, the brother of Mark Borrel, is the owner of Borrel Engineering. Mark Borrel is an Avoyelles Parish Police Juror. Members of the Avoyelles Parish Planning Commission (Planning Commission) are appointed by the Avoyelles Parish Police Jury (Police Jury). The Planning Commission was created by the Police Jury and every action of the Planning Commission must be approved by the Police Jury. There is currently no bidding process to hire a person to perform the inspecting/permitting for the Planning Commission.

R.S. 42:1113A provides that no public servant or member of such public servant's immediate family, or legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
