Jill Johnson, an appointed member of the Assumption Parish Library Board of Control (Library Board), would like to be paid for articles that she submits to the Bayou Pioneer, the official journal for Assumption Parish. Jill Johnson was appointed to the Library Board by the Assumption Parish Police Jury. The Library Board submits its press releases to the Bayou Pioneer for publication and pays to have its bids published by the Bayou Pioneer.

La. R.S. 42:1111C(2)(d) prohibits a public servant and a legal entity in which the public servant exercises control or owns an interest in excess of twenty-five percent, from receiving compensation for services rendered to any person who has or is seeking to obtain a business, contractual or financial relationship with the public servant's agency.
