Reginald "Reggie" Laurent states that Kevin O'Neill, his campaign finance electronic filer, and campaign committee studied the relevant provisions of Title 18 of the Revised Statutes and the required forms provided on the internet website of the Ethics Administration. He states that they communicated and discussed regularly the required forms and filing schedules, but the 10-G Report was overlooked or understood to be not required, since he did not campaign in the general election. He states he did not participate in the general election and all Special Reports were filed as required under other provisions of Title 18 after he lost the election. He states that neither Kevin O'Neill, nor he knowingly failed to file the 10-G Report. He states he is the Prosecutor for the City of Slidell working on base salary. He states he is financially supporting two daughters' education, and his campaign for Judge was a small grassroots one with only the support of friends and family. Respectfully, his request for a waiver or reduction of the $2,500 is based in part on financial hardship.

Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
