Disqualification plan submitted by Troy Ingram concerning Michael Haley serving as Fire Chief of St. Tammany Fire Protections District No. 12 while his son is employed as a firefighter for the District.
Facts:
Michael Haley was appointed Provisional Fire Chief for St. Tammany Fire Protections District No. 12 on May 18, 2019. Michael Haley's son, Bryan Haley, was hired as a new firefighter on February 2, 2017. Chief Haley's disqualification plan would require Terry Stuard, Chief of Administration, for overseeing any disciplinary actions over Bryan Haley. Additionally, Chief Haley would immediately report to the District Board in writing the details of any alleged disciplinary actions regarding his son.

Chief Michael Haley retired on July 24, 2018.

Law:
La. R.S. 42:1112B(1) provides that no public servant, except as provided in R.S. 42:1120, shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any of this immediate family has a substantial economic interest.
Recommendations:
Grant the withdrawal request because the issue is moot.
