RE:
Request for an advisory opinion from Ercel Placide as to whether he could serve as a volunteer of the East Baton Rouge Parish Personnel Board while being employed by the Department of Children and Family Services (DCFS). Baton Rouge Parish has a population of 440,171.
Facts:
Ercel Placide has been a member of the East Baton Rouge Parish Personnel Board (EBRPB) for 2 years. The EBRPB hears cases on reprimands or termination of Baton Rouge City Employees with the exception of fire and police personnel. The EBRPB also approves salary and/or job specification adjustments. Mr. Placide was hired by the Department of Child and Family Services (DCFS) in April of 2018. The voluntary service on the EBRPB does not connect or overlap with his position with DCFS.
