Advisory opinion request regarding whether there are any prohibitions with Barrett Nugent's employment with Texas A&M Engineering Extension (TEEX) as an adjunct instructor while he is employed by the Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP).
Facts:
Barrett Nugent is employed as an infrastructure protection specialist with GOHSEP. In this position, he is not required to provide training.

TEEX delivers comprehensive training through the classroom, hands-on instructions, and online courses. A local, state, or tribal entity around the nation, will request a specific training from TEEX, then task training opportunities to available trainers nationwide. As an adjunct professor, Mr. Nugent would travel around the country conducting Homeland Security training. During his travels, he will use the leave he accumulated over the years. He stated that he would be required to provide trainings to state, federal, or tribal agencies or entities in Louisiana in his capacity as a Wage Instructor for TEEX.
Law:
La. R.S. 42:1111C(1)(a) provides that no public servant shall receive anything of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
Recommendations:
Adopt proposed advisory opinion.
