After her retirement, Karen Gisclair plans to create Data 2 Information, an accountability consulting firm, to contract with schools, school districts and charter organizations. She is considering allowing Jamie Blanchard to become a minority owner or a contracted employee of Data 2 Information if it does not present a violation of the Code of Governmental Ethics. Jamie Blanchard is employed as an Education Program Consultant III with the Louisiana Department of Education (LDOE) in the Office of School Improvement. Ms. Blanchard's job duties with LDOE include supporting schools in the following parishes in Louisiana: St. James, St. John the Baptist, Terrebonne, Plaquemines and Jefferson. The support she provides the schools entails classroom observations with school and district level leaders along with curricular and instructional consulting and coaching sessions.
The services Ms. Blanchard will provide through Data 2 Information include creating accountability data platforms from school and district level assessment data, consulting with district and school leadership to connect the data to everyday classroom practice, and developing accountability resources for schools and districts to use. Ms. Blanchard will not provide any service through Data 2 Information that she performs as an Education Program Consultant III with LDOE.

La. R.S. 42:1111C(1)(a) prohibits a public servant from receiving any thing of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
