Dr. Kumar Amaraneni operates Pelican Physician Services, LLC which is an urgent care facility that leases space to Ochsner Clinic Foundation, a part of Ochsner Health System ("Ochsner"), through a five-year lease agreement which is renewed annually. Ochsner has a contractual relationship with Slidell Memorial Hospital, a hospital within the jurisdiction of the St. Tammany Parish Hospital Service District No. 2 ("District").

La. R.S. 42:1111C(2)(d) provides that no public servant shall receive anything of economic value for, or in consideration of services rendered, or to be rendered, to or for any person who has, or is seeking to obtain, a contractual, business, or financial relationship with the public servant's agency.
La. R.S. 42:1102(20.1) defines "service" to include the leasing, rental, or sale of immovable property.

AO 18-1148: Dr. Morris prohibited from receiving lease payments from Ochsner while a member of the Lafourche Parish Hospital Service District No. 2, and Ochsner had a contractual, business, or financial relationship with the District.
